Error when adding Arvados package repository on Debian

Following the instructions on Arvados | Arvados package repositories when I try to register Arvados signing key in apt’s database in Debian 10 (buster) with

apt-get --no-install-recommends install gnupg
/usr/bin/apt-key adv --keyserver pgp.mit.edu --recv 1078ECD7

I get the error:

Executing: /tmp/tmp.NdD2Wuy4mJ/gpg.1.sh --keyserver
pgp.mit.edu
--recv
1078ECD7
gpg: requesting key 1078ECD7 from hkp server pgp.mit.edu
gpgkeys: key 1078ECD7 can't be retrieved
gpg: no valid OpenPGP data found.
gpg: Total number processed: 0
gpg: keyserver communications error: keyserver helper general error
gpg: keyserver communications error: unknown pubkey algorithm
gpg: keyserver receive failed: unknown pubkey algorithm

maybe pgp.mit.edu is not working correctly? This should be the key:

https://keyserver.ubuntu.com/pks/lookup?op=get&search=0xb2da2991656eb4a50314ca2b571659111078ecd7

and this should get it using apt-key:
apt-key adv --keyserver keyserver.ubuntu.com --recv 1078ECD7
